EDUCATION

A majority of Idaho’s budget is devoted to public education. Sullivan & Reberger is proud to represent the Idaho School Boards Association (ISBA), which is comprised of elected school-board members from around the state. Together, we achieved a complete restructuring and reformation of laws relating to contract negotiations between statewide school boards and organized labor. This hard-fought success led to the adoption of legislation that has increased teacher salaries and education budgets year-over-year, always making students the priority. When Idaho’s Governor, legislative leaders and other stakeholders are pursuing significant education initiatives, they turn to Sullivan and Reberger and the ISBA.

HEALTHCARE

Healthcare is vitally important for all Idahoans. Sullivan & Reberger has teamed with an impressive and diverse group of clients including Blue Cross of Idaho, Hospital Corporation of America, Corizon, Eli Lilly and Optum Health to significantly impact and influence healthcare in Idaho. We spearheaded the innovative Idaho healthcare exchange legislation, allowing Idaho to establish an independent, statewide healthcare-delivery system – free from federal government intrusion – while meeting minimum requirements of the federal Affordable Care Act. In 2021, we worked with Blue Cross of Idaho to enact legislation that adds flexibility to Medicare Supplement policies and improves access to care across the state. Other winning efforts include guiding our clients to being awarded state contracts: state employee health insurance for Blue Cross of Idaho, Idaho’s Behavioral Health Managed Care program for Optum Health and Idaho’s prison healthcare system for Corizon.

TRANSPORTATION

Our clients are at the forefront of Idaho’s major transportation initiatives and are well positioned for leading emerging state transportation plans. Idaho’s billion-dollar GARVEEbonded highway-construction program, “Connecting Idaho,” is the state’s largest infrastructure project. Partnering with the Idaho Associated General Contractors (AGC) and Washington Group International, Sullivan & Reberger led the unprecedented, decade-long campaign to win legislative approval and implementation of the program. Since the launch of GARVEE, Idaho’s road and bridge conditions have vastly improved, but there is always more work to be done. In 2021, our advocacy efforts and partnership with the AGC drove the passage of the single largest increase in transportation funding in state history. Its enactment will allow the state to bond for $1.6 billion over a twenty-year period for large infrastructure projects on the state highway system.

WATER

Idaho’s life blood is water… With our clients, Riverence and the Surface Water Coalition, we motivated Idaho’s Governor, Legislature and water user stakeholders to launch a conservation and revitalization process for Idaho’s Eastern Snake Plain Aquifer. This led to the Idaho Legislature passing House Speaker Bedke’s comprehensive negotiated settlement into law in 2018, leaving behind years of negotiations and costly lawsuits. Efforts are now focused on implementing water mitigation plans along the Upper Snake River and increasing storage capacity at the Anderson Ranch Reservoir and Mountain Home Air Force Base. Sullivan & Reberger continues to support initiatives that enhance Idaho’s water supply and quality, including the recent expansion of cloud seeding programs in the state.

Patrick Sullivan - Founder and Owner Partner

Patrick spent over a decade in the nation’s capital working for the Chairman of the U.S. Senate Energy and Natural Resources Committee and serving as the Senator’s Idaho State Director. In 1991, Patrick took that invaluable experience and founded what is today Idaho’s leading government relations firm, Sullivan & Reberger. For over 35 years he has provided vital strategic counseling to businesses and elected officials and has led numerous successful legislative, political, and procurement initiatives.

Phil Reberger – Partner

Phil has more than four decades of experience serving as Chief of Staff for an Idaho Governor and two of Idaho’s United States Senators. He honed his executive skills while building, operating and executing winning campaigns for two Governors and four United States Senators. Phil provides clients with the unique in-depth knowledge and strategic counsel needed to help them achieve their public policy goals and objectives.

John Sheldon - Principal

John brings the private sector perspective and approach to client objectives. He has over 30 years of construction, development and gaming expertise. As a company President and corporate program management team leader, John helped secure historic transportation funding legislation, state ballot initiative authorization and state rules changes. John has been at the forefront of building effective stakeholder coalitions to accomplish client goals.

Kylie Turner - Associate

At Sullivan & Reberger, Kylie is committed to keeping clients informed and connected to key stakeholders through frequent communication and collaboration. She brings a fresh and creative perspective on how to best accomplish clients’ goals and solve policy issues. Prior to joining the firm in 2020, Kylie developed her understanding and passion for Idaho politics through her experiences working on local and statewide campaigns. She holds a bachelor’s degree in political philosophy and public law, as well as a Master of Business Administration from Boise State University.

C.L. "Butch" Otter - Of Counsel

Governor Butch Otter has served the people of Idaho for more than four decades. Prior to his time as a three-term Governor, he was elected to notable leadership positions including Lieutenant Governor, United States Congressman and State Legislator. His career also includes 30 years of private sector experience as an international agribusiness executive with Idaho's iconic J.R. Simplot Company. Butch's distinguished public service record includes working with legislators, businesses, organizations and individuals to create two community colleges and Idaho's first medical school, make historic improvements to Idaho's public schools, preserve and protect Idaho's water resources, and generate record economic growth through tax relief and job creation. The Governor brings a visionary and thoughtful perspective to helping clients solve problems.

Darelyn McCarter – Office Manager

In providing client and administrative services, Darelyn leverages her many years of experience as Administrative Assistant to Idaho’s Lieutenant Governor and Senate President Pro Tem and Committee Secretary for the Senate Transportation and State Affairs Committees. She brings leadership skills from her numerous community activities including PTO President, LDS Social Services Board member and County Republican Women's Club President.
